In stark contrast, China is a lynch-pin of the global economy, and its own economy is deeply integrated with that of the United States. The self-ruled island has moved to the heart of deepening discord and rivalry between the two superpowers, with the potential to ignite military conflagration and reshape the regional order. Now, Mr. Xi, China’s leader since 2013, wants to restore the nation’s primacy in the global order. And no relationship seethes, across such a wide and consequential set of issues, with more tension and mistrust.

Competition for regional influence

Tensions over Taiwan have also come to the fore, with China’s language and actions increasingly aggressive and the United States signaling a willingness to defend the island. The talks are to be a one-off, as per blunt statements from US officials, following which there will be expectations upon Beijing to choose the trajectory of engagement. The seven entities are Tianjin Phytium Information Technology, Shanghai High-Performance Integrated Circuit Design Center, Sunway Microelectronics, the National Supercomputing Center Jinan, the National Supercomputing Center Shenzhen, the National Supercomputing Center Wuxi, and the National Supercomputing Center Zhengzhou. Overall, China’s economy likely will cool in the coming years relative to its blistering pace of growth in recent decades, but it is not likely to collapse. As America’s unipolarity in the international system has waned, there has been renewed focus on the role of major powers in the international system, including the European Union, Russia, India, and Japan. Each of these powers has a major population and substantial economic weight or military heft, but as my Brookings colleague Bruce Jones has observed, none have all. Some experts argue that the United States’ dependence on Taiwanese chip firms heightens its motivation to defend Taiwan from a Chinese attack. Recognizing the extent to which the United States relies on TSMC for critical chips, Biden has pushed to strengthen the U.S. chip industry; in August 2022, Congress passed a sweeping $280 billion bill to encourage domestic chip manufacturing.

An overwhelming majority reject a “one country, two systems” model, a sentiment that has grown as Beijing cracks down on Hong Kong’s freedoms. During that time, political dissent was harshly repressed and Indigenous Taiwanese who had long inhabited the island before 1945 faced discrimination. Taiwan held its first free legislative elections in 1992 and its first presidential elections in 1996. China rejects Taiwan’s participation as a member in UN agencies and other international organizations that limit membership to states. Taipei regularly protests its exclusion; the United States also pushes for Taiwan’s meaningful participation in such organizations.

The US Senate Foreign Relations Committee’s Democratic Chairman, Senator Robert Menendez (D-New Jersey), and the Republican Senator of Idaho, Jim Risch, introduced a bipartisan agreement entitled the Strategic Competition Act of 2021. A measured evaluation of the China challenge will motivate the United States to take steps to enhance its own political and economic well-being from a position of self-confidence. China is a formidable great power and a far stronger challenger to U.S. power than the Soviet Union ever was. But the United States has strengths in technology, accumulated wealth, geographic position, alliance relationships, military assets, and soft power that China is unlikely to surpass.

The readouts of the meeting were similar to that of the last one between Liu He and US Trade Representative Katherine Tai. The new order expands on an earlier Trump-era blacklist and hits 59 Chinese firms, including the communications giant Huawei. Many of the pro-democracy protesters, who have been demonstrating since June, celebrate the bill’s passage. Chinese officials condemn the move, impose sanctions on several U.S.-based organizations, and suspend U.S. warship visits to Hong Kong. Meng Wanzhou, the chief financial officer of Chinese telecom and electronics company Huawei, is arrested in Canada at the United States’ request. The U.S. Justice Department alleges Huawei and Meng violated trade sanctions against Iran and committed fraud and requests her extradition.

While both leaders extended festival greetings to the other, the US side emphasized concerns raised on economic practices, human rights, and Taiwan, while China focused on mutual respect, cooperation, and dialogue. To replace the Trump-era ban, Biden signed new orders calling for the Commerce Department to launch national security reviews of apps with links to foreign adversaries, including China.
